If you mean sea incence you get it on Mt. Pyre. If you mean sea licensce I don't know what your talking about.

In Mount Pyre's catacombs. Go to the top floor and fall through the hole, then fall through the lower hole on the floor below; the Sea Incense should be on your section of the floor you eventually end up on.

Hey, do you mean Sea INSENCE or Sea LICENCE?
If Insece then you've come to the right place.
Ok the Sea Insence is in Mt. Pyre, you need to go to the top of the tower, not outside but inside. Fall down the hole, go EAST and I think theres a fork in the road. If so go to the bottom hole and fall through, keep walking until you find an item, it should be the Sea Insence.
