You have to use a cheating device like a gameshark or a action replay.

Nintendo staff groups come to shopping malls and dispense the tickets. They have not dispensed the Old Sea Chart yet.

To get the tickets:
1. Mystic ticket: Navel Rock:Ho-oh and Lugia are there
2. Aurora ticket: Birth island: puzzle and Deoxys are there ( solve the puzzle)
3. Eon ticket: Southern island: the other Lati or emerald the Lati toy didnt chose.
4. Old Sea Chart: ???: Mew
If you lucky enough to live near San Diego Comic Con when Pokemon were letting you download the cards via the e-Reader then you would get those tickets and map and go to the islands.
I'm sorry but they're the only way I know to get them.
