You can only get the ones that are on there. Sorry. You need to trade with someone. I got Celebi and a lot of Legedaries by trading or with an Action Replay.

Yes,you can aquire some ledgendary's in Emerald alone with no help.
You can catch,Groudon,Kyogre,Rayquaza,Latios,Latias(you need to choose which one you want),Registeel,Regice,Regirock.
Celebi,Mew,Mewtwo,Ho-Oh,Lugia,Suicune,Raikou,Entei,Zapdos,Moltres,and Articuno need to be traded or a GS or AR
