Some Pokemon can learn earthquake without a TM dude,so you ould just catch a Pokemon that can learn it without a TM,but as for where you get earthquake,I don't know sorry.

To get Earthquake, train a Geodude to level 36, a Graveler to level 45, a Golem to level 45, a Barboach to level 31, a Wishcash to level 36, a Donphan to level 49, a Rhyhorn to level 52, a Rhydon to level 58, or a Groudon to level 35.
But if you want the TM Earthquake, you can find it in the Aqua Hidout in the room you battle Archie.

To get the tm earthquake, you must defeat the gym leader from mossdeep. Heal all your Pokemon and go to space center. You will see team magma will go to space center. Defeat all grunts then talk to steven twice then he will ask if you want to have double battle with maxie and his member.when you defeat them, steven will ask you to go to his house. His house is top left (on mossdeep). Then he will give you a hm dive. Then teach one of your Pokemon the hm dive. Then one of your Pokemon dive then go down to mossdeep then you will see a dark blue that is long. Dive there. You must also have one of your Pokemon knows rock smash and strength. When you have see a cave, go there. You must see a submarine whose team aqua stole. Dive there. And make your way to seafloor cavern. Then if there's a somewhat foggy, go right. You will see a pokeball that contains earthquake.
