Well it appears randomly so there is not a basic way to get there but wait until the man says he see's the island.

You go to a house in pacificlog town and a man will ell you that he can either see it or not and the best way to get it to show up is to have a special Pokemon in your party and that Pokemon is random

Go to the dock town where everything is floating and go to the house at the bottom right or the middle can't remember then when he says he sees it go in the direction he is looking

Bring a whynut to the guy that tells you if he sees it or not:p.s a master ball is on mirage island by the leichi berries.
