You can trade in a Diglett from FR/LG, or you can train a Trapinch to 41, but you must keep it as a trapinch, and it'll learn Dig. And for Relicanth, he only appears on Dive routes right outside Sootopolis City. He's pretty rare, so you gotta be patient.

Dig comes from the boy in the front room of the Fossil Maniac's House on Route 114. Relicanth is underwater on Routes 124 and 126, albeit rare.

You get Dig(TM28) at the fossil maniacs house from a little boy when you walk in the house. You get Relicanth by diving in the sea routes between Lilycove and Mossdeep.

You know Fallabor town, well go there and keep heading to the left. You will see a house which has a tunnel inside it. Stuff the tunnel and talk to the little kid. He gives you dig. Another way is to train either a trapinch to level 41 without it evolving or a nincada to level 45 without it evolving. As for the relicanth, head to Sootopolis (sorry for mispelling I think) city and go down to the dive patch. Dive and go out of the cave and keep searching through the seaweed. Relicanth is preety hard to find so make sure you keep at it. Also, if you are going to need help, I suggest you stick with "Zelda Fan" for answers.
