Wow, you're using a Wobuffet?! That's awesome, you must be good at predicting then Smile. What move set are you currently using? I'm guessing its:
Counter
Mirror Coat
Destiny Bond
Safeguard
Well, sorry to say, but I think you're better off breeding it and hatching a wynaut, or hatch the egg you get from the old woman in Lavaridge town. Because the best, I reckon, moveset for Wobbuffet is:
Counter
Mirror Coat
Encore
Charm/Safeguard
Wobbuffet is just too slow to use Destiny Bond. Well, here's how you'd do it: Your first move should be Encore. Your opponent will MOST likely go first, and if they hit you with a physical/special attack, then lucky! You can use either counter or mirror coat according to what your opponent used last because they'll be forced to use it again thanks to Encore, and they can't switch because of Shadow Tag. If they used a non-attacking move, you can either keep using Charm 0_o, or Safeguard once and switch out to the opponent's weakness. They'll be stuck using the non-attacking move and if it's a status inflictor, then you'll safe under Safeguard. Wobbuffet is pretty good actually...

And also, Leftovers is a MUST for Wobbuffet, because it'll heal heaps for him as his HP is massive. Oh yeh, I forgot to answer your question, Wobbuffet doesn't learn any more new moves nor can he use TM/HM. Just stick with the move set I gave you. You'll have to re-train a Wynaut, however...
Good luck!

Zelda Fan answered:

Wobeffut does not learn that much moves, you should try giving it TMs.

Aeon-Flux answered:

I believe he has learned all the moves he can but he might learn one on level 75 not positive.
