Can you only catch goudon and kyogre after yopu beat the elite four because the guy won't go to the computer.

No.You can go to the safari zone and there will be G/C/S.(gold,crystal,silver)

Yes. You have to beat the Elite four and then go to the Weather Institute and talk to th scientist who gave you castform he will say first 'I have detected heavy rainfall on route blah blah blah. Could it be that?...' or something like that. Go to the route (its above Mossdeep), find a weird diving spot that shouldn't be there near the Shoal Cave, go down there and voila! Kyogre. He's level 70, so get him down to low health and use about thirty net balls, you will catch him eventually. Be patient! Note: Do NOT use a Master Ball, save that for Latias/os. I made that mistake once, and believe me,it doesn't work. Then train Kyogre a couple of levels, and go back to the Weather Institute and talk to the guy again, he will say the same thing, except it's sunlight this time and on the route to the right of Rustboro. Use Kyogre and a LOT of Ultra balls to catch Groudon. To get Rayquaza, find the Sky Pillar and go to the top. You do not have to beat the Elite Four to do this, but you need tough Pokemon and lots of Ultra Balls. You could always catch Rayquaza, beat the Eite Four with it, and then use it to capture Kyogre. Then you easily get all 3 powerful non cheater Pkmn.
