You have to talk to tht guy who owns a boat,I think at Lillycove city,or was it a fisher men,sorry I can't remember,but the island only shows up at certian times so you never know when you can go.

To get to mirage iland you need a specail pokemon. Once you have the specail Pokemon the man can veiw mirage island.
