Question for Pokemon Emerald

Okay, Now I have finished Pokemon Emerald two times, but every time, I only train my starter. This time, I want to train all of my Pokemon, but I don't know what their levels should be at what city. Could someone please answer my question in the following format:

(Example):

Sootopolis City: All Pokemon should be at Lvl 54

Okay I know you want it by city but in my opinion it is easier to specify by gym leader. (Which is almost the same as city.)

Roxanne: level 15 Train on route 116

Brawly: level 20 Train in Granite Cave

Wattson: level 30 Train on Route 117 (This one may take a while but it is worth it.)

Flannery: above level 30 somewhere

Norman: around level 35 (I found that it really doesn't matter right now as long as they are above 30. Besides there is not anywhere you can train that I am patient enough to try.)

Winona: level 40 Train on route 119 in the tall grass

Tate and Liza: above level 40

Juan: above level 40

Pokemon league: level 50 (when you battle them use a lot of healing items.) Train in victory road.
