The easiest way is to the beach on route 104 and surf down along the rocks on the left. When you get to the sand go around the trees going left and surf up. If you have done the thing in the sealed chamber then the cave will be open. Go inside and look at the brail I belive that it says wait and try again or something like that. Wait a wile with the brail on your screen ( just set your gameboy down and go do someting then come back and exit and do it again. Eventually it will open.)
