Your team is ok, but some of your problems are that you have two Pokemon with the exact moves and types. You don't need both of them, so try finding a fire or thunder type. Also, Kyogre should know Thunder, because Thunder never misses when it's raining. Grordon could know Earthquake instead of Dragon Claw too. Maybe replace Watefall for Muddy Water?
Good team, but one of the Latis should be changed since you have 2 having the same attacks, change Fly for Thunderbolt, Phychic for Shadow Ball, and thats given you more of an advantage and leave the other Lati.
Groudon needs Earthquake for Fissure and Flamethrower/Overheat/Fire Blast for Eruption.
Kyogre is fine, if you swap the attacks as you've said.
Swampert change Waterfall for Iron Tail/ Water Pulse or Rest.
Metagross, hmm... If Meteor Mash has over 10 PP that's fine
