Go to the Weather Institute and talk to the guy on the top floor and he will say something like there is a drought and a drizzle in a area. You go there and you got Groudon and Kyorge.

They are located in routes after you beat the elite four ! You go to the professor that gave you castform! He will say groudon or kyogre is on route --- and then you go there you should find a cave Groudon Terra cave Kyogre: marine cave
Groudon land
Kyogre ocean
Enter the cave and walk reach the other side then go near the water or lava press A in the middle it will come up to you and the music will start don't forget to save before you start the battle!!!
