Question for Pokemon Emerald
I have already defeated the ELITE 4 and wanted to get GROUDON and KYOGRE but even though I have already talked to the man at the WEATHER INSTITUTE and have seen the two leaders return the ORBS, when I go to the places where they should be, they are NOT THERE.

You need to look for a dive spot that was not there before (in the case of Kyogre), or a cave that was not there before (in the case of Groudon).

Did the weather institute tell you where groudon was. He's suppose to tell you the place to go to. You need to get there quickly though.

He will say what route there are on and you just have to keep looking. If you already fainted them than you can't catch them no more.

In order to get them you have to beat the elite 4 and after you return home go to the weather institute and talk to the guy who gives you the castform(one of the people you rescued) and he will tell you about abnormal weather on certain routes.Kyogre- use dive in the deep water in between Lilycove and Ever Grande it has to be raining
Groudon- go into the cave that appears when it's sunny(very very sunny!!)it is between..................hm...........................uhhhhhhhhhhhh.................................. I guess I forgot! j- just listen to the scientist

Maybe your game is messed up, They should have been there. Try getting the orbs.
