To get them you have to def elite 4 then go to the weather instatute and talk to the guy on the second floor and he will tell you of weather patters either drought or heavy rain and go to that route and look for a cave entrace for groudon or a dive spot that is not usallt there for kyogre and you will find them
U can't get into it a second time
U need mystry gift to make the Pokemon that appear in it change
Nothing happens after they do
