By far the easiest way to get all of these is with a cheat device.
(gameshark, AR etc..)
Mew can be obtained by getting an old sea chart through a nintendo event, and then going to Faraway Island.
Celebi is now avaliable at the Journey Across America event. (For more info on that go to the Pokemon Elite 2000 website)
Jirachi is avaliable only through the bonus pre sale disc of Pokemon Colluseum
Deoxys is on Birth Island, you can go there if you have a Mystery Ticket (nintendo event)

You need to attend a Nintendo Event or use a cheating device. GameShark or Action Replay.
