I would say Talliow when it evolves it become Swellow who has maxed speed. Wingul has nothing on Taillow.

Zelda Fan answered:

You should get a wingull, because when it evolves an ice type Pokemon can help you out a lot in elite four.

wingull does not evolve to an ice type
annefranman52 answered:

Taillow at first, then a Swellow. When you are far in the game get a dragon Pokemon to do all your flying.

hiinthesky16000 answered:

Depends on what you want to have a water flying or just a flying?
Wingul= water flying
Tailow= flying
I perfer tailow at the start

hell-child answered:

I would probably get wingull. Wingull is dual type and because of this some types, such as rock, don't take off as much damage.

singebeliever87 answered:

Sorry mate, but no...
You can only catch a Relicanth around there unless you cheat or trade.
You can increase your chances of finding him though, by using the move 'Sweet Scent' or by using 'White Flute' which you get from the guy that makes stuff from ashes just to the right of Fallarbor town...

Your Welcome!!!

Riku994 answered:

Wingull. It learns better moves.

This is just me, but I would get both so I could test them out and so I could fill my Poke`dex.

blacksith67 answered:

Get wingull because it can learn protect and it's good against more than one type like taillow

superbird5005 answered:

Why not catch both.

who should i have in my party.
of course u catch both though!
mathis answered:

It is a matter of your feeling even though wingull would be the better choice it can learn shock wave and surf and fly!

nintendo_dude answered:

Wingull. Tailow's final evolution, Swellow, is almost exactly the same as Pidgeot.

How is pidgeot bad?
Guest answered:

It would depend on what your starter is if you got torchic or treeko then I would go with wingull but if you got mudkip then either one would be good.

thewiseoldalakazam answered:

I think wingull would be best because it can learn a wider variety of moves so rock types will have more trouble with it

redisme answered:

Well, if you chose torchic or treecko and playing Emerald, Tailow is a little better. You can get marill to fight the first gym battle, plus tailow is good in Cool Constests.

redisme answered:

Since you're using Pokemon emerald, tailow is a little better to have on your team as an early pokemon. If you chose torchic, you can evolve it to combusken to learn double kick, or catch a marill in south of route 104. Hope this helped.
