Now Im still kind of a noob at this game but I can answer most of your questions.
1) No, I read somewhere that the odds of finding a shiny Pokemon are 1-8291 or something obsurd like that.
2) To make people buy more then one Pokemon game so they can make more money.
3) You have to maximize it's happiness, level it up, don't let it faint, give it items etc...
4) Once you get into the room in meteor falls it shouldnt take too long if your patient, there is probably something like a 5% chance give or take to find one in that room.
5) You can find different Pokemon in altering cave like Aipom, shuckle, stantler houndour, smeargle but there is something probably involving a different game you have to do before they come out.

5) This may not be much help but, on your trainer card it changes colors bronze, copper, silver, and gold. Everytime the color changes different Pokemon will appear.

3: Blissey can be obtained by egging your chansey and then have it hold the exp. Share and train it to around 36-38. If it does'nt do that train it to lv. 40. If it still does'nt evolve. Start the hole prossess over.
4: Bagon should appear in the room where you find metal claw inn meteor falls, stay there till you meet it. I met it after 2 hours. Good luck!
