Thats more of an opinion and mine would have to be mewtwo becouse he is more than the Mew (the creator of all pokemon). Mewtwo is like part human part pokemon.

There is no strongest Pokemon, most people think Groudon, Kyogre or Rayquaza is but it's all a matter of opinion.
So technically there is no exact real answer to it, understand?

Well actually there are a few:
Rayquaza
Groudon
Deoxys
Those are the only ones I know that "can" reach 438 attack.
