If you go to rt. 118 there will be a someone that will give it to you. Talk to everyone there, and you will get the good rod.

To the right of mauville when you surf over there is a fisherman at the top. Talk to him and he will give you the good rod

From the fisherman on the riverbank opposite Mauville City on Route 118.

Surf across the small body of water to the right of the Pokemon ceneter in mauville city. One of the fisher men on the other side will give it to you.
