Question for Pokemon Emerald

Hi guys,
I need help with my Emerald game.
I've just beaten the 8th gym leader and went to the sky pillar and caught Rayquaza, and I went to the weather institue but there wasn't any scientist telling me about any drought.

So can any of yous tell me what I must do to get the information and what else I've got to do now

You have to defeat the elite four first then the guy at the weather institute says there is a drought on route .... And you find a cave called terra cave and groudons in it and if he says there is heavy rain fall on route ..... Then look on that route and find marine cave where kyogre is hope it helps from the junk food king
Ps I'm the best person at emarald and I don't use cheats so I'm even better!!

You have to beat the Elite 4 first before he tells you.
