Go to a pokemart and fill in the memo with the words Link Together With All. then the counter guy will react. You wil then be able to use mystery gift (under new game option). Then go to an event like Pokemon Rocks America. Then download the Aurora Ticket. Then get on the boat and go to Birth Island. Then solve the puzzle and Deoxys will appear. Thats the only other way than cheating devices.

You have to go to a nintendo event and then if you win your game will be upgraded.

Use an Action Replay (another cheating device) or go to a Nintendo Event. Eiether way you have to pay money for it.

Yet again, you can't without using a cheat device unless you go to a Nintendo event.
