It depends on what kind of jirachi you want.If you want to make use of it's ability(serene grace)than I suggest moves that have a chance of causeing satus problems on the oppoment not like toxic but like thunder bolt not a bad chance of winning as the ability increses the chanse of paralyzing the oppoment.Heres a move set to make good use of it
Water pulse
Thunder bolt/thunder punch
Fire punch
Ice punch
Not to bad the punch attacks can be learned by emerald move tutors and tm34 is thunder bolt tm03 is water pulse that can confuse the foe as the electric attacks can paralyze,the fire can burn and the ice can freeze.It will cover most of it's weaknases but if you want to fight against normal,ghost,fighting and psychic than I would sugest this moveset
Psychic
Shadow ball
Arial ace/thunder bolt/calm mind
Return/doom desire
If you don't like it don't use it it's your pokemon.I'm not going to explain what it covers so chose wisely.Heres a defensive tank
Calm mind
Defense curl/toxic
Endure/protect
Attacking move of your chocie
Calm mind raises special attak andsp.defence,toxic poisons and slowly will defeat your enemy,defense curl raises defence endure will always leave your Pokemon with 1hp,protect prevents you from any harm even confusion and you may put any offencive move like dymatic punch.Now before you chose a set look at it's stats then decide.

Don't go by Zelda fan, he's a moron. Also, since Jirachi is the only Pokemon that can learn the move Doom Desire, I'd suggest that.
Also, since he's (or it's) a Steel/Psychic type, I'd also suggest, Psychic, Iron Tail, (if he could learn it that is) or another Steel type attack, and a Water attack. (To keep the Fire and Ground types off it's tail.) Maybe trade it to another version to get a good Water attack for it, that way, it gets boosted EXP. points, and a better Water move than Water Pulse.
