You need to have removed the Aquas from the Seafloor Cavern and removed Kyogre and Groudon from Sootopolis.

When you see the two rare Pokemon battling go to the back near the cave and someone will see you.

You need to have beaten Team Aqua and Team Magma and get rid of Gruondon and Kyogre by awakening Rayquaza in Sootopolis. Use Electric and Grass pok�mon for the gym.
