If you defeat Kyogre in it's cave place thingy, is there a way to be able to battle it again with cheats? If there is a way, what is it?

I'm not sure about cheats, but you can still continue to track Kyogre via the Weather Institute guy. Until you catch Kyogre, you can keep tracking it.

When you have blasted the Elite four, I think if you go to the weather place and talk to the guy you saved, he will tell you that there is funny weather in some places all over hoenn, and if it's rainy, he will be there.
This only works on emerald.

Sorry but no. If you save the game before going into the cave then he faints by using double edge jus turn off the gameboy and turn it on and ull still be outside the cave.
