Talk to Dock in the warehouse, then enter the Museum and remove the Aquas and give the Devon Goods to Captain Stern.

From the Slateport PokeCenter go down past the Museum, and into Stern's Shipyard (there will be a small boat next to the building and the sign will say "Stern's Shipyard") talk to baldish guy with the white t-shirt and black pants. Then you go into the museum you passed and go upstairs and talk to the Scientist looking guy. (beware for a battle may come) have your Pokemon in full good conditoin.

Talk to a guy in the warehouse and then once done that return to the museum and you can enter.

Talk to the guy dock in the warehouse then go into the museum and hell be up the stairs
