Yes. But not in ways that Nintendo intends.
Deoxys is found on Birth island (Aurora Ticket needed).
Jirachi has to be traded from the bonus disc that comes with Pokemon Colosseum.
Alternatively, an Action Replay is a good way.

For Deoxys, the only way is by using a cheat device. For Jirachi, you can trade him off the Pokemon Colleseum Bonus disk.
