Quick Claw - Go to the Rustboro Trainer's School and talk to the teacher.
Old Sea Chart - It hasn't been released out of Japan yet. It's a special item that can take you to an island to catch Mew.

Quick Claw can be picked up during gameplay in an item ball. But I forgot exactly where. You can purchase a Quick claw from the Battle Frontier Exchange Corner for a few battle points.
Old sea map can be obtained from a nintendo event, and it has to be scanned through the E-reader. But you can hack yourself the map with an Action Replay/Gameshark/Codebreaker.
