He doesn't. Well, he shouldn't. It might just mean that Rukario is his favorite Pokemon and emerald is his favorite Pokemon game. But, it's impossible to get Rukario in Emerald (not even by cheating). You see, Rukario comes out in the new games, Diamond and Pearl, which didn't even come out yet! So, it's quite impossible to get him on Emerald.

You can get them from Pokemon Colosseum or Fire Red or Leaf Green.

Why ask him? I think Rukario is japanese name for a Pokemon, and he nicknamed it.
