Question for Pokemon Emerald

Hello.
This might sound like a dumb question but...

I hear everyone talking about EV's.
Can anyone explain them to me: tell me what they are, how to get them, and how to use them?
Sorry once again, I know this is dumb.

EV is points you get after you win a match.

You can look at www.Serebii.net for more info. It stands for effort points. They are the amount of effort a Pokemon has. That's how you got the effort ribbon, if did. To get it, just battle pokemon. The Pokemon uses them and ups it stats.
