The Elite Four is in EverGrande City. You can only get there by getting waterfall and all of the badges. The Battle Frontier comes after you beat the game. Scott will invite you on the S.S. Tidal, and he'll give you a pass that leads to the battle frontier.

The E4 is at the very right of the map. The battle frontier is hidden because it is a special park. You get there by the S.S Tidal at Lilycove City. After that, you can use fly. You have to beat the E4 first.
