From Mossdeep City, head directly south, as far as you can go. On Route 129, head due west.

Get SURF or FLY. You can fly there after you surf. To get there by surfing, sail off from Lilycove, Mossdeep, Sootopolis, or the Pokemon League. Go all the way to the bottom where ROUTE 119 is. Then keep going south (to the left). You will eventually cross the town.

From Mossdeep City, surf down until you can't. Surf Left and you'll eventually see a city floating in the water. That's Pacifidlog. (It's several little islets. If there's a huge island blocking you while surfing left, IMMEDIATELY GO INSIDE).
