I forget the proper place but try these three places:
The lilycove deparment store.
There is a house in fortree town that sells secret base stuff.(I forget which one)
There is one guy in slateport in the market(not the pokemart)that sells stuff like that aswell.

You can get a desk and chair at the glass making place on route 113. You know, the guy who makes items out of the ash you collect on the ground? Other than him, you can always go to the far bottom-right tree house in Fortree City. There is a wider selection of desks and chairs.

You can buy chairs and desks in Fortree City, inside the south-eastern house.
You can also exchange your collected ash in the house with the Man who gave you the Soot Sack (located in the east of Fallarbor Town) for the Pretty Desk and Pretty Chair.
You may also find them in the Lilycove Rooftop Sale and the Battle Frontier Exchange Center, but I'm not sure if there are desks and chairs there.
