If your friend has a ticket, then maybe, but not if he doesn't have one.

Eon Ticket: Yes, otherwise, something is wrong is wrong with your game.
Mystic Ticket: No, to get to Navel Rock, you need to get it from any Nintendo Event.

I know if you mix records with someone that has the eon ticket you can get a eon ticket from his game.

Eon Ticket, yes (provided the ticket was obtained legitimately). Aurora Ticket, no.

You can get the eon ticket by mixing records but I'm not sure about the mystic ticket.
