Alright I beat the game but I can't get,find or encounter latias. When..

Ahh, the elusive Latias. Walk around in the grass and you'll find her eventually, even though it may lake a while. A tip is never fly anywhere, becuase it scares Latias and she resets to a different route. One method you can use to make it less painful to find would be using lots of max repels, so that the only Pokemon you will encounter in the grass will be her (warning, this can be costly). You don't have to do that, but just keep walking around in the grass and she'll eventually pop up, and you might even find a shiny Pokemon along the way if you're lucky like me (the more you walk around in the grass the more chances of these things happeneing).

Just search around because it travels round the map.

It is completely random and can appear at any given time, there is no hint on how to find it.

Well,as you know it is completely at ramdom,but I think it is most likely to be in the grass left of lilycove city.

You can go to ROUTE 117 and try the grass with 2 pkmn battles. If you don't encounter her, then go into the daycare center and try again. And keep going. Or you can battle a Latias against your friend at the colleseam in the Pkmn Center. Or you can have your friend trade, give it back, look at the Hoenn map at route 117, and do the thing I told you first, only this time, don't battle 2 pkmn, look at your map.

Just look in the tall grass and on the water it can be any wheres but not in caves.

Ohh Latias huh, I've heard if you get a Pokemon under 40 in your first spot and go to the grass place in between mawville and slateport use max repel and have arcro bike and keep jumping you might encounter it.
