Question for Pokemon Emerald
Please would someone tell me how do I get in to the 8th gym and also please tell me could I deafeat it with my lv 61 swampert.

You have to get HMdive from Steven in mossdeep city and dive in the huge dark patch of water untill you come to the entrance and there you go your in sootopolis city

You need to follow Steven to the Cave of Origin there in Sootopolis(he'll be on the left side of the water near the stairs), then talk to Wallace inside. He tells you the legend of Rayquazza-then follow him to the Sky Pillar to find Rayquazza. He flees when you see him. Return to Sootopolis to watch him get in the middle of the fight between Kyogre and Groudon. After all the chaos, Wallace will give you HM07-Waterfall, but you need to get the 8th badge to use it outside of battle. Now you can go into the gym and battle Juan to get it...
I hope you've got more than just Swampert and if he has ground moves that'll help, but you don't give enough info on him.
I'd say you'll need some back-up, too, like fighting, electric and/or grass pokes to beat him the easiest way. His pokes are, Luvdisc(Lv41), Whiscash(Lv 43), Sealeo(Lv 43), Crawdaunt(Lv 43), and Kingdra(Lv 46).

Awaken Rayquaza in the Sky Pillar (Route 131, west of Pacifidlog Town). It will create a ceasefire between Kyogre and Groudon, at which point they will both descend into the sea and Juan (the new Sootopolis Gym Leader) will feel safe to open the Gym again.
