Question for Pokemon Emerald

Hi again! This is the last thing about secret bases I'm going to ask: Where is the man that gives you the TM Secret power? Which route? Because it would take ages to walk around the whole of HOENN, and I really want a secret base. Thanks!

TM Secret Power is found at ROUTE 112 at the weird tree you haven't seen before.

I'd like to know why you asked all those questions about secret bases when you never had Secret Power? Anyway... You get it on route 111, past the desert area. There is a guy facing a tree. Talk to him, and he gives you TM43 (Secret Power). Once you get this, you can buy it anytime at the Slateport Market. You are known as a "Secret Power Club Member" or something like that, and you can but TM43 (Secret Power), TM 10 (Hidden Power; after you obtain the one in Fortree City), and a bunch of Secret Base Decorations, such as mats and bricks.
