You can get the HM Dive from Steven in Mosdeep city, but only after you have beaten the gym leaders.

From Steven after removing the Magmas from the Mossdeep Space Centre.

Beat tate and liza in mossdeep gym the battle with steven in the space center against the magma's and then go to stevens house north west of the mossdeep Pokemon center and he will give you dive

I think that Steven gives it to you after you help him out with getting rid of Team Magma in the Space Institute, or whatever it's called, in Mossdeep City.

Mossdeep City, from Steven in his house (most NW house there), after you've wiped out Team Magma inside the Space Center.
Go back after you beat E4 to get a rare Beldum(the only one in the game).
