Q1. Try and get as many Pokemon ID No.'s as possible. You can do this by trading with friends.Its like the lottery in Lilycove. Only the man only checks whats in your party not all your pokemon. The ID No. Changes everyday so check daily.
Q2.I have the Gold Battlepike symbol.I have cleared 135 rooms. I think thats like 13 times or something. The Brain should appear on the sixth and the ninth if I remember correctly. If it's not just keep going. I find it the easiest of the eight in the frontier.
Q3.Heracross can be found in the safari zone. They are rather rare. I would just catch one in LeafGreen or FireRed.

You don't need a certain Pokemon so the man will see mirage island, it's just a luck thing

You find heracross at the sahfari zone but you have to use a acro bike

1) It's based on their ID number, I believe, not the specific Pokemon-there's no ONE Pokemon that will make Mirage Island appear. You just need to go there each day and hope he sees it, and bring Pokemon that have different ID numbers-like ones you've gotten in trades(in-game or from other games). It's luck mainly.
3) Heracross-The Northeast(top left) area of the Safari Zone.
4) The Mystic Ticket is required to catch Ho-Oh on Navel Rock.
