You can only get an eevee from FR/LG and trade to emerald.

It's spelled Eevee, but at least I understood you! Anyway, without cheating or anything, the only way you could obtain him is by trading him from FR/LG.

It is eevee and you can not catch an EEVEE in the wild unless of course you cheat.

You can't catch one without a cheat device, but you can BREED as many as you like in FR/LG and then trade as many as you like over to Emerald(or get a friend to do it if you don't have either FR or LG)!! It's weird that no one ever tells anyone to do that, as if you must take your only Eevee from the other game and give it to Emerald! Or you can get an Espeon or Umbreon from Colloseum or whatever form you chose to make it in XD and trade it to Emerald and then breed as many Eevees as you want!!
