You could use an action replay or gameshark or get a stupid friend that has jirachi to trade it to you

Either use gameshark or action replay or if you didn't download it from newyorks Pokemon center too late because it is a nintendo event.

Colloseum Bonus Disc(into Ruby or Sapphire only, not Emerald!) or a cheat device, that's it. No events, you're right about that.
