You find it on route 119 on six random tiles. It is very rare to find it, but they are there. Whenever the Trendy Phrase changes, the six tiles change too.
On the streams on Route 119. The tiles you fish on are randomly selected by the game and change each time the hip quote at Dewford changes.
Just go to route 119 an fish with any rod. Feebas only appears in six tiles at one given time, so you'll just have to be lucky.
Feebas are really rare. They are located south of Fortree, in the water. You might have to surf out. I caught mine just under that waterfall. Super Rod.
You need to change the phrase in dewford and they apear on 6 random box they are rare.
Months later and still everyone's got this answer messed up! There are 6 areas Feebas can be located in, and it changes as the Dewford Trendy Phrase changes-that part is right, but it's not just ANY 6 tiles!!! There are 6 AREAS-he'll move from one to another-some have only 3 tiles, some have more! I gotta do a hint on this since I'm sick of answering it, but basically the areas are the ones you can fish off land from, one is at the top of the waterfall though. He CANNOT be caught while surfing, only when fishing from land, and I'd use the Super Rod, but the Good Rod will also work, though it's tougher to get him that way in my opinion.
Until I post the exact spots-someday soon I hope(I was away from the board for awhile, sorry guys)another great and guaranteed way is if you know someone who has found Feebas and can get him still(knows where he's at at the time you do it), then trade records and he'll be in the same spot in your game, too! This will work with Ruby and Sapphire, too. Also, sometimes if you just trade records with someone, Feebas will appear in both games in the bottom west area of Rt. 119, near the guy fishing.
Good luck and happy hunting! I've found him in all 3 (R/S/E) and all it took was some patience.
