By throwing a GREAT BALL or higher at ROUTE 114 where the daycare center is.

Ok. Go to route 117, closer to Verdanturf Town. Once you are there, you should see two flower gardens, one with a person in it, and the other with the Pokemon breeder near it. Go to the one with the Pokemon breeder, and north of it should be a patch of grass that is only accessed when you use cut on that tree. So, do that. Run around in the patch of grass, and you should eventually run into a Volbeat. He's actually found all over route 117, but I find that place the easiest to catch him.

I have been trying it for close to an hour now, but the only other thing I can find aside from a poochiena and an Oddish is an illumise, but I want a VOLBEAT for the little girl in for free city. Its 11:30. HELP

try right of peatealbourg i saw volbeat but counld't catch and caught illumise

You can catch Volbeat on Route 117. And for all you uneducated people reading this, Route 117 is where you can catch a Pokemon with pokerus ("pkrs" as written in the game). And if you don't know what pokerus is, it isn't harmful to your pokemon. It actually raises your pokemon's status like each time your Pokemon levels up. It is very contagious, but only lasts for about 2 days, so take advantage of this chance while you can. Also, the same Pokemon that had it before can't catch it a second time.

On Route 117, but not very often. You'll have better luck in Sapphire.

Have Illumise in your party WITH sweet scent. Go to a patch of tall grass left of Mauville, stand in the middle of the patch and use sweet scent. With some luck you may be able to find a Volbeat in less than 5-10 minutes.

Route 117 but it is very rare it is so rare I thought came to my mind 'If I kill everything that's not a Volbeat maybe I'll thin out the population of Pokemon that's not Volbeat' and then I went on a killing spree on route 117 and eventually got it.
