You can't you will have to trade from fire red or leaf green.

Not in Emerald. In Fire Red and Leaf Green it's in Island 7's Sevault Canyon.

There are only two ways of getting Larvitar:
1. Trade from Fire-Red or Leaf-Green
2. Use a cheating device such as Gameshark or Action Replay
