Max out his/her beauty. I suggest a evolution at a low level.

To enable Feebas to evolve, you need to feed it dry pokeblocks, therefore increasing it's beauty. When Feebas has a lot of beauty, raise it to the next level and it will evolve to Milotic. If your Feebas is at Lv. 100, then you cannot evolve it.
