You can't you have to use a cheating device or go to a nintendo event or try getting it from Pokemon colsieum.

Apparently when the rocket has launched 100 times (take ages, my friends been playing saphire since it came out and is only 75% there) you can go too space and catch one.

I beated the game Pokemon emerald so if you neeed help I recommend you watching the superskarmory videos on youtube.It does`nt really help so much for training.But what to do next and how to get stuff like fossils.By the way save your master ball for latios,rayquaza will be hard though.
