Only in the room in Team Aqua's Hideout that contains the Electrode, or by matching IDs at the Lilycove Department Store's Lottery Corner.

One is in the Team Aqua Hideout. The other one you can only obtain if you match all 5 numbers in your ID to the number you picked at the Lilycove Department Lottery Corner. You can only get 2. You'd be VERY fortunate to get 3.
