Question for Pokemon Emerald

Hey guys it's me again just a couple of quick questions:
Should I teach dragon claw to my raquaza?
Lv 73
Fly
Thunderbolt
Extremespeed
Outrage
People tell me to replace out rage with dragon claw but I though dragon claw was a weaker move


Also, I already used my masterball to cath keyogre cause I just couldent cath him w/ anything else so how should I catch latios???

1)Don't teach him the dragon claw.
2)When you face Latios use the Quick Attack.
Use a move that he can't escape and battle him.
Use the Ultra balls.

For first question if its not working the TM im going cry cause u got a false emerald lol and about the latios the only answer is...good luck i used masterball on rayquaza and got latios with ultra ball so its not impossible just hard like @#$%

Yes teach it dragon claw,drop outrage for it.

If you want Latios try weaking it and parlyzing it and get it's HP down to 1HP.

Yes, replace Outrage with Dragon Claw.

You can use Golbat and make it use Mean Eye so Latios can't escape.

Okay that was stupid. You should just get a ghost Pokemon strong enough to battle the Latios. Next, find a way to teach your Pokemon hypnosis. Make sure you can get it weak and put it to sleep(NOT DEAD SLEEP). Now use an Ultra Ball and catch the sucker!!!
