Teddiursa is found in the eastern Safari Zone expansion. The only way to lure Latias is to track it in the Pok�dex and run towards its movement pattern.

1.look in the eastern section of the safari zone when it is extended.
2.when you have it in your pokedex follow the movment pattern and you should be able to figure out where it will go

You go to the safarizone when you complete the Pokemon league then you go to the right and there will be an empty space then you go in there and walk around the tall grass and search.
P.s. If you go before you beat the Pokemon league there will be two men blocking the space!
