After you defeat the Pok�mon League, you'll board the SS Tidal and see him. He'll reveal that he is the head of the Battle Frontier.

Scott's going to be important when you beat the E4. He's going to call you and tell you to go to a ship in Slateport/Lilycove. Once aboard, he's going to give you a pass letting you go to the Battle Frontier on your future ship-travels! He's also going to give you 2 Battle Points once you reach there.
Oh, and by the way, if your wondering what Scott does while you haven't beaten the E4, he's just going to commend and support you and do stuff like that.

Scott roams Hoenn for tough trainers. He checks your progress and watches you every now and then. After you beat the elite four he opens up a new region called the battle fronteir and you can get there by the ship. It's a new region where you collect 7 symbols for the different events.
